Storm Water Management Plan Implementation Program

In February 2008, the City of Schertz was required to apply for their Phase II MS4 Storm Water General Permit (TX R040000). The permit is an un-funded mandate sent down from the EPA thru the TCEQ. It requires cities with a population 10,000 to 100,000 to reduce storm water pollution by increasing the city’s control of pollution sources. This program has to be fully implemented by August 13, 2012. The requirements for this program are as follows:

 

  1. Public Education and Outreach:  Educating through handouts, website, and newsletter articles along with public presentations.

 

  1. Public Participation/Involvement:  Surveys, questionnaires, volunteer projects, and public comments.

 

  1. Illicit Discharge Detection and Elimination:  Illicit discharges are any foreign items that might enter the city’s drainage system that are undesirable to the environment.  Identifying vulnerable entry points thru mapping. Writing of ordinances with penalties to deter anyone from illegally dumping and a hot line to report violations.

 

  1. Construction Site Storm Water Run Off Control:  Implement and enforce rules on construction projects to eliminate any illicit discharges or pollutants from entering the city’s storm water system. 

 

  1. Post Construction Storm Water Management in new development and redevelopment: Writing a technical manual for post-construction runoff to provide minimum standards and guidelines to be followed during post-construction. Implement a program to review site plans for post-construction runoff and a long-term inspection and maintenance plan along with post-construction storm water management ordinance.

 

  1. Pollution Prevention/ Good House Keeping:  Setting up a training program for municipal employees to teach good house keeping skills for all municipal properties.  A municipal employee pollution prevention manual will be implemented to guide the employees on how to handle potential pollutants.
